Rhodey has been a skull since after endgame. Evidence 1 - His talk with Antman, “What’s up regular sized man?” This is Referencing his line in Civil War, “woah, tiny dudes is big now, he’s big now.” How would the skrull know to say this? Evidence Two - A conversation in Iron Man 3, “I’m sorry, they’re only coded to me…I got your back” Tony says his suits are only permitted to be used by those with access. While a skrull would be able to copy his dna, they wouldn’t be able to copy his personality, or his password, and therefore, couldn’t use his suits. Evidence 3 - Rhodey’s suit is disabled after Thanos’ attack in Endgame, he ejects from it and crawls to save Rocket. Why would a Skrull do this? Why not just get up and run? Counter point 1 - The hospital gown. Rhodey had a fucking building fall on him, of course he went to the hospital afterwards. Counter point 2 - Iron Man 2 - This just doesn’t work. Basically all of Rhodey’s character development throughout the MCU was for nothing. Everything from him kicking ass with stark in Iron Man 2, to his Badassery in Iron Man 3, his appearance in Age of Ultra, and his arc during Infinity War and Endgame. Simply, Rhodey was replaced by a Skrull in between Avengers Endgame and The Falcon and the Winter Soldier.

I’d say it was sometime between civil war and endgame, considering that when Rhodey was taken out the chamber he still had his disability, so it had to be after civil war, but it was likely before endgame cause he’d been locked away for a long time, my guess is it was likely before infinity war

Marvel's plain was to show rhody the skrull from civil war but the main point is after the Backlash they have got they can actually change the story a little bit and show rhody is skrull after endgame ( if they want they surely can do this) The main fact it kind of ruin the legacy of character especially the death of tony which is sad but still it will give a nice plot for upcoming movie where it shows that rhody was a skrull all along.
